§ Mr. HERBERT SAMUELThe initial cost of penny postage to France is estimated as £82,000 a year, and it is calculated that the correspondence would need to be multiplied sixfold in order to recoup this sum. If penny postage with France were held to involve the extension of the penny rate to the other countries of Continental Europe, there would be a further initial loss of £243,000 a year.
