§ Mr. HOBHOUSEAs I informed my hon. Friend on 20th May last these special increments are allowed in a limited number of cases only, as a reward of special merit, and are not given automatically to the senior or time qualified men. Only the cases, therefore, of such of these six 766 men are deserving will be considered in connection with the grant of these special increments.
