asked the Secretary of State for Foreign Affairs whether, in the event of war in which this country was engaged, granite imported from abroad for purposes of Admiralty dock construction would be contraband of war?

As the hon. Member is doubtless aware, there is at present no universally accepted international list of contraband; but if he will refer to the Declaration of London, Article 28 (7), he will observe that stone is included in the list of articles which under that instrument may not be declared contraband.
