asked the First Lord of the Admiralty whether in future sales of ships for breaking-up a clause would be put into the contract stipulating for the employment only of British labour in the operation; and would he state what reason had weighed with the Admiralty in refusing to impose such a stipulation in recent contracts?

The reply to the first part of the question is in the negative, and to the second part, that stipulations as to nationality of workpeople—which are obviously difficult to enforce—are made only when naval interests so require. That is not the case in sale of old ships.
