asked the Undersecretary for the Colonies if he could see his way to publishing as a Parliamentary Paper the memorandum (Miscellaneous, No. 250) upon Cotton-growing within the British Empire, which he had recently had prepared by the Colonial Office, in order that the information it contained may be accessible to those interested in the subject?
