asked the Undersecretary of State for India what are the existing statutory conditions with regard to the number of members of the Viceroy's Council who must have been in the service of the Crown in India for at least ten years; and what number of the members of the existing council fulfil that condition?

Under Section 3 of the Indian Councils Act, 1861, three of the ordinary members of the Governor-General's Council must be persons who at the time of their appointment have been for at least ten years in the service of the Crown in India. Three members of the existing Council fulfil that condition.
