asked the President of the Board of Education whether the Regulations dated 13th August, 1907 (3680), under which Grants for building public elementary schools were made by the Board of Education, are still in force; and, if so, whether he will revise and reissue them in such a form that the Grants offered may be available without uncertainty and on a fixed scale for building the schools which are now needed to make good a numerical deficiency in many districts, but which the local authorities are unwilling to provide without assistance?

No further Grants towards the cost of providing elementary schools will be made except in so far as concerns certain outstanding balances of Grants already allocated. The special Grant for building public elementary schools was voted by Parliament to assist in the provision of alternative accommodation for children who would otherwise be compelled, against the wish of their parents, to attend denominational schools. It was never contemplated that the Grant should be applied towards the provision of school places to make good a numerical deficiency which it is the duty of the local education authorities to make good in any case.
