asked the Solicitor-General what is the total number of persons, not at the time of appointment in permanent Government employment, who have been appointed since January, 1906, to permanent positions under the Crown by the Attorney-General, with salaries exceeding £100 a year, and who did not previously to their appointment pass an examination by the Civil Service Commissioners; and what is the total amount of their salaries?

Two officers have been appointed by the Attorney-General (the late Sir John Walton) since 1906 to permanent positions under the Crown who were not at the time of appointment in permanent Government employment. Their salaries amount to £420. The Civil Service Commissioners satisfied themselves as to the qualifications of these officers, and thereupon granted to them certificates under Section 7 of the Order in Council of 4th June, 1870.
