asked if, under the second of the general provisions of Scale 7 of the First Schedule of the Finance (1909–10) Act, 1910, many of the principal restaurateurs and caterers in London and the country will be compelled to either take out an ordinary public-house licence, which is in most cases impossible for them, or else surrender their off-licences to sell wines and spirits?

One well-known caterer has written to me on the subject, and I have directed that inquiry shall he made into the case. I am informed by the Board of Customs and Excise that no representations on this subject have been received by them from any other licence holder answering to the description given in the question.
