§ Mr. ALDENasked what are the conditions to be fulfilled by a motoring club in order that it may be officially authorised to issue the international travelling passes to its members who are motorists or motor cyclists; and on what grounds the Cyclists' Touring Club was refused authority to issue such passes to those of its members who are motorists or motor cyclists?
§ Mr. BURNSThe Motor Car (International Circulation) Order, 1910, empowers the Local Government Board themselves to issue international travelling passes, or to authorise, under such conditions as they think fit, one or more associations to issue such passes. I have already authorised three associations for this purpose for a period of six months as a temporary arrangement, and I do not think it necessary at present to add to their number. Members of the Cyclists' Touring Club can obtain their passes through any one of the associations authorised.
§ Mr. ALDENIs the right hon. Gentleman aware that those other associations charge very much more in the case of passes than the Cyclists' Touring Club, and therefore it is the poorer clubs' travellers that are affected?
§ Mr. BURNSI am considering that point, and at the end of the six months I intend to make some arrangement.

§ Mr. BURNSThe Automobile Association, the Motor Car Union, and the Royal Automobile Club—the only three associations that applied. The Cyclists' Touring Club did not apply until a month after the Order was issued.
