asked the President of the Local Government Board if he will state who is vested with power to sanction or authorise boards of guardians to provide work under the Acts of 43 Eliz., c. 2, and 59 Geo. 3, c. 2; and, if the boards of guardians are vested with such power, seeing that these Acts have never been repealed, whether he will call upon boards of guardians to put them into force, that they may set men to work and pay them reasonable wages as set forth in the Acts?

The enactments referred to by the hon. Member have for many years been regarded as obsolete, and have, in fact, never been put into force by boards of guardians. I could not undertake to call upon boards of guardians to put them into, force now.
