asked the Chief Secretary for Ireland whether his attention has been called to the case of Gerald Byrne, a Plan-of-Campaign evicted tenant on the Luggacurren estate, who has been given a farm in county Carlow by the Estates Commissioners; whether the Estates Commissioners have refused to make a free Grants in this case; whether he is aware that it was repeatedly stated during the Debate on the Land Bill of 1903 that one of the objects of the measure was to re- lieve the wounded soldiers of the land war where the war really existed; and whether, in view of these repeated expressions as to the policy of the Act, he will explain why Gerald Byrne has been refused a free Grant while evicted tenants who took no part in the land war have been made large free Grants?

The Estates Commissioners in the exercise of their discretion decided not to sanction any free Grants for buildings to Gerald Byrne, who resides with one of his sons on another holding of seventy acres.
