After the Second Reading of this Bill, I moved an Instruction for the omission of a certain Clause, but received no support except from one hon. Member. The Committee have now struck that Clause out. The London and borough councils, which properly took up the case, ought not to have been put to the great expense of opposing this Clause in Committee. The officials of the London County Council having failed to obtain convictions in certain prosecutions which ought never to have been commenced, thought they would get the Law altered, and they induced the London County Council, which is becoming, I am sorry to say, very much dominated by officialism to include these proposals in its General Powers Bill.

Objection taken to further proceedings. Debate adjourned; to be resumed to-morrow.
