asked whether the whole or any part of the Declaration of London has yet been ratified by His Majesty's Government; if a part only has been ratified what paragraphs in the Declaration still remain in abeyance; and whether any reservations have been made with regard to the ratified paragraphs?

The Declaration has not yet been ratified. If the hon. Member will refer to Article 65, he will see that there can be no question of a partial ratification. The provisions or the Declaration must be treated as a whole, and cannot be separated. It is not our present intention that it should be ratified before the Prize Court legislation has passed through Parliament.

Do the Government propose to submit this Declaration to Parliament before ratification?

No, Sir. There was no promise to submit it to Parliament, but it was promised that there should be an opportunity of discussing it before it is ratified, and that opportunity will be found.
