I beg to give notice that, on an early date, I shall move: "That, in the opinion of this House, the present party system of government has broken down, and that the time has arrived when the various public Departments of the State should be taken out of the control of lawyers and philosophers and placed in the hands of business men possessing practical knowledge of trade and commerce, assisted by a Department of Labour presided over by a Minister directly elected by the trade unions of the country."
