asked if it is the intention of the Government to introduce a Home Rule Bill this Session?

Mr. PIRIE

Is the right hon. Gentleman aware that no measure of Home Rule will be acceptible to a number of Members in this House, especially coming from Scotland, unless it contains a principle of devolution equally applicable to all nationalities in the country?

Mr. SPEAKER

That question does not arise out of that on the Paper.

The PRIME MINISTER

The answer to the question on the Paper is in the negative.

Mr. PIRIE

In the event of the passing of a measure of Home Rule, will the Prime Minister say that this principle of devolution or Home Rule all round—
