§ Mr. LLOYD-GEORGEThat question was discussed upstairs in Committee, and the Committee almost unanimously were of opinion that it would be unfair to go into any question of allocation between the different parts of the Kingdom, and I think that is certainly a question which ought to be left to the Commission.
