asked the Under-Secretary of State for India whether orders had yet been given for the creation of an Executive Council for Bengal; whether it was intended that a similar council should be created for the new province of Eastern Bengal and Assam; and, if not, in what way was it proposed to redeem Lord Curzon's pledge that partition should not in any way deprive the new province of the status and degree of deficiency which it would have enjoyed if it had remained united to Western Bengal?

The Secretary of State has now under his consideration proposals for the creation of an Executive Council for Bengal. The question of a similar Council for Eastern Bengal and Assam is not at present in immediate view. The undertaking given by Lord Curzon referred specifically to institutions then existing, at a time when the formation of an Executive Council in either province was not contemplated.
