asked the Parliamentary. Secretary to the Board of Agriculture if he will consider the advisability of appointing a veterinary inspector for every port from which old and decrepit horses are transported to the Continent, with instructions not to permit any horse to be embarked for shipment without a certificate from him that such horse is fit to undergo the passage?
