§ Mr. HOBHOUSEI may perhaps call my hon. Friend's attention to Clause 6 of the Development and Road Improvement Funds Bill, which provides that the Road Board shall have power, with the approval of the Treasury, to make advances to highway authorities towards the improvement of existing roads which appear to the Board to be required for facilitating motor traffic.
