Mr. FELL

asked if it is proposed to devote any of the funds to be available from the Development Grant to the encouragement of the growth of sugar beet and the establishment of sugar factories in this country or in Ireland?

Mr. HOBHOUSE

I may refer the hon. Member to the text of the proposed new Clause for the Development Bill placed upon the Paper by my right hon. Friend, which provides that applications for advances under the Bill are to be referred by the Treasury to the Development Commissioners, who are to consider and report upon them.

Sir H. CRAIK

Will it not come back to the Treasury in the end to say whether these grants are to be made?

Mr. HOBHOUSE

Yes; I understand that was said in Committee.

Sir H. CRAIK

I wish to ask the Chancellor of the Exchequer whether he proposes to devote any of this grant to this purpose?

Mr. HOBHOUSE

It will depend on the case made out for the necessity of so doing.
