asked whether the delay in promoting the 63 sub-engineers who passed a Civil Service examination held in January last was due to a financial difficulty; and whether the increased expenditure involved had been provided for in the Post Office Estimates for the current year?

Mr. BUXTON

The delay is not due to a financial difficulty. The increased expenditure has been provided for in the Estimates of the current year.

Mr. BYLES

The right hon. Gentleman is, no doubt, aware that this deserving class of men feel that they have a grievance, which they have represented through their representatives, and will he be good enough to receive, with his usual courtesy, representations from them?

Mr. BUXTON

I have given specific answers to specific questions, and I have already answered questions in this House, and privately, to hon. Members. I am fully aware of the case and I am expediting it as much as I can. I am in correspondence with the Treasury with reference to the matter, and perhaps the correspondence between the two Departments is sometimes not so rapid as it might be.
