§ Mr. E. H. CARLILE presented a Petition from various parts of the Mid or St. Albans Division of Hertfordshire representing that the Finance Bill now before Parliament "will, if passed into law, impair those resources upon which the country must depend in any national emergency, give a grave shock to confidence and credit, seriously disturb and injure the commerce and industries of the country, discourage enterprise and thrift, tend to diminish employment, and to reduce wages, and prove detrimental to the whole population. Further, that the Bill will still further tend to drive capital out of the country, and apply to annual expenditure monies which are really national capital; and that the Bill also contains proposals which are unconstitutional, revolutionary, and of a partial, inequitable and unjust character, and, moreover, by excessive taxes on tobacco, beer and spirits, adds an unnecessary cost to the comfort of the working classes."
