§ Mr. BUXTONAs the staff are aware any officer who has any complaint to make can appeal to me personally in reference to the matter. I have received no complaint in reference to the subject referred to in the question; and I have no reason to think that the alleged complaint was made to the Controller of Telegraphs at Dublin.
