§ Mr. HALDANENo officer of the General Staff was attached to the Fleet during this year's naval manœuvres. Officers have been attached in former years, and doubtless opportunities will arise for attaching such officers again. The desirability of taking the action suggested will be considered on any occasion when there should appear to be any advantage to either service from such a course.
