Mr. KEIR HARDIE

asked the Home Secretary whether he will agree to an Instruction before going into Committee on the Coal Mines Regulation Bill, to enable a clause to be moved making it clear that the 60 hours' overtime provided in the Coal Mines (Eight Hours) Bill is not intended to be of general application, but only to meet the special circumstances of certain districts?

Mr. GLADSTONE

The declaratory clause suggested with regard to the 60 hours' overtime allowed by the Act for emergencies and trade pressure would be outside the scope and title of the Bill.

Mr. KEIR HARDIE

The point of my question is whether the Home Secretary will agree to an Instruction being moved to overcome that very difficulty.

Mr. GLADSTONE

The question might arise if I thought the Bill had any reasonable prospect of being proceeded with this Session, but it can only be proceeded with if it is uncontentious.
