§ Mr. BURNSThe initiation of legislation affecting the methods of dealing with mentally defective persons in public institutions would not be a matter primarily for my Department; but the recommendations of the Royal Commission on the particular matter referred to in the question will not be lost sight of by me when any such legislation is proposed.
