asked the Prime Minister if he would state whether, seeing that great quantities of corn never come into the market at all for averages, and that some land is only worth tithe value, and some not even that, he would consider the advisability of providing that tithe shall be levied on a proportional value of annual rent instead of as at present?

Both the points raised have been frequently considered and found to present insuperable practical difficulties. They could only be taken up as part of a reconsideration of the whole question of tithe commutation, which is not at present contemplated.
