asked whether the hon. Gentleman can state the percentage of illiterate policemen in the police forces of the provinces of Bengal, Madras, and Bombay, respectively; and whether it is the intention of the Government of India to recruit illiterates as policemen in these and other provinces of British India?

The MASTER of ELIBANK

The percentage of constables unable to read and write in the police forces of the three provinces mentioned is as follows:—Bengal, 65.8; Madras, 8.3; Bombay, 48.8. The proportion of literates in the force is gradually improving, and there are everywhere police schools in which instruction is given. Investigating officers are always literate. The Governments in India will continue to recruit the best men available.
