"That in the case of persons dying on or after 3rd April, 1909, five years shall be substituted for 12 months as the period preceding the death of the deceased before which a disposition purporting to operate as an immediate gift inter vivos, or a surrender, assurance, divesting, or disposition, must have been made or effected in order that the property taken under the
