"That Income Tax shall be charged for the year beginning the sixth day of April, nineteen hundred and nine, at the rate of one shilling and twopence in the pound, and that an additional duty of Income Tax at the rate of sixpence in the pound be charged in respect of incomes which exceed five thousand pounds on every pound of the amount by which the income exceeds three thousand pounds."
