Mr. GEORGE GOOCH

asked the Under-Secretary whether he will lay Papers giving particulars as to the nature of the representations made to the Government of India by or on behalf of the nine Indians deported last December without charge or trial, and of the reply in each case?

Mr. FLYNN

also asked the Under-Secretary of State for India whether he will lay upon the Table of the House all representations made to the Government of India by the nine persons deported without charge or trial in December last under the Bengal Regulation of 1818, and the replies given thereto?

Mr. HOBHOUSE

The answer to both those questions is in the negative.

Mr. FLYNN

Are we to understand that the habeas corpus is practically suspended in India?

Mr. HOBHOUSE

No; what the hon. Member is to understand is that the Secretary of State is not prepared to lay Papers as to the representations made to the Government.

Does not that mean that the habeas corpus is suspended in India?
