asked the Secretary of State for War if the Central Judicial Commission at any time investigated the question as to whether the goods of Mr. Michaelson, of Pretoria, were requisitioned or purchased under contract; if so, when; and, if not, who, if any, decided the question?

The Central Judicial Commission only dealt with cases or requisitions, and presumably satisfied itself that this was such a case.
