§ Mr. McKENNAThe evolution of a war staff has been in progress since 1905, when, as the hon. Member is aware, the Naval War College was established at Portsmouth; the development is still proceeding. I would add, however, that I think it desirable to avoid drawing too close an analogy between the functions of Departments of the Army and Navy.
