§ Mr. BIRRELLThe Estates Commissioners are advised that, having regard to the provisions of sections 19 and 20 of the Labourers' (Ireland) Act, 1906, they have no power to make an advance to a rural district council for the purchase of a parcel of land to be used for the purposes referred to in the question.
