asked the Postmaster-General whether the Governments of the United States of America and Germany had adopted the penny postage between those countries; and, if so, could he say when a similar policy would be carried out between this country and France and Germany?

The Governments of the United States of America and of Germany have lately adopted for letters directly conveyed between the two countries the postage rate of 2 cents per ounce in the eastward direction and 10 pfennig per 20 grammes in the westward direction. I am unable to say when it will be possible for His Majesty's Government to consider any question of extending the present arrangements for penny postage with foreign countries. The question is chiefly financial, and any such extension would involve a very large sacrifice of revenue.
