asked the Prime Minister if the offer of the New Zealand Government to contribute one or two battleships is an offer to furnish additional ships for the greater safety of the Empire, and not an offer to build ships for us next year in place of those which would in the ordinary course be included in the Estimates?

The terms of the offer, which, I venture to think, speaks for itself, have been communicated to the House. But I would refer the hon. Member to the telegram which appears in this morning's papers from the Prime Minister of New Zealand.
