Mr. LANE-FOX

asked whether the standard set up in the proposed new Regulations as to the staffing of public elementary schools and size of classes was higher than that which was maintained by most local education authorities; and which local education authority, if any, had a higher standard than that proposed in the Regulations?

Mr. RUNCIMAN

Taking the new Regulations as a whole, there are a considerable number, probably the majority of authorities whose standard is higher, but it is not possible to institute a reliable comparison, inasmuch as the standard adopted by many authorities, while higher in most respects, may be lower as regards one or more of the many points dealt with in the circular. Moreover, the standard is frequently not uniform over the whole of an authority's area.

Has the right hon. Gentleman now taken steps to find out what the additional cost will be?

Mr. RUNCIMAN

I can only deal with each case as it arises.

But has the right hon. Gentleman taken steps to find out what the cost will be?

Mr. RUNCIMAN

I am always glad to receive information from the local authorities, and if the hon. Member has any information to give I shall be glad to receive it.

Mr. LANE-FOX

Is the right hon. Gentleman prepared now to make inquiries?

Mr. RUNCIMAN

We had all the information necessary on which to act in issuing these Regulations.

was understood to ask how the right hon. Gentleman obtained the information?

Mr. RUNCIMAN

We have a very efficient Department, who obtained full information.

Viscount HELMSLEY

As he has all the information, will the right hon. Gentleman state whether or not there will be any extra cost?

Mr. RUNCIMAN

I have already answered questions on the subject, and I have nothing to add to the answers then given.

asked what increase of staff in elementary schools would be involved by the proposed change in the Education Code of 1909, as foreshadowed in a recent circular of the Board dealing with the staffing of classes in elementary schools; and what would be the extent of the increased financial burden thereby imposed upon the ratepayers?

Mr. RUNCIMAN

I beg to refer the hon. Member to the answer which I gave on Wednesday last to the hon. Member for the Ashburton Division.
