Member to the last sentence of the reply returned to the questions which were asked on this subject on 21st June. Neither of the documents there mentioned has yet reached me, but I hope to receive both shortly. I may state, however, that it has been ascertained that the "Woodburn" was in Russian territorial waters, and no question of the high seas is involved.
