§ The ATTORNEY-GENERAL (Sir William Robson)I have seen the articles on the Czar of Russia to which the hon. Member's question refers. They are of a highly reprehensive character, but in view of the approaching visit of His Imperial Majesty, His Majesty's Government do not think it advisable or necessary, for the present at all events, to make any statement of their intentions with regard to taking proceedings against those responsible for the articles.
