asked the Attorney-General whether his attention has been drawn to articles which have recently appeared in a newspaper on the subject of the approaching visit to this country of the Czar of Russia, inciting to murder His Imperial Majesty; and what steps he proposes to take in the matter?

I have seen the articles on the Czar of Russia to which the hon. Member's question refers. They are of a highly reprehensive character, but in view of the approaching visit of His Imperial Majesty, His Majesty's Government do not think it advisable or necessary, for the present at all events, to make any statement of their intentions with regard to taking proceedings against those responsible for the articles.
