Mr. MITCHELL-THOMSON (for Mr. Staveley-Hill)

asked what rate of interest the contractors will be entitled to charge in respect of the preliminary outlay in connection with the preparations for the four new ships?

Mr. McKENNA

It is not customary for contractors to charge nor for anyone to pay any interest for such preliminary outlay as contractors may incur in preparing to execute orders.

Mr. MITCHELL-THOMSON

Was no interest paid in this case?

Mr. McKENNA

No; no interest would ever be charged by any contractors, or rather no one would ever pay any interest.

Mr. FELL

Will they take it into account in the price they charge?

Mr. McKENNA

No; no one purchasing goods pays for any expenditure which the purveyor of the goods may have to make in order to provide himself with them.
