§ Mr. BIRRELLThe inquiry in question was not on oath — there is no power to administer an oath in such cases. It was held solely for the purpose of enabling the constabulary authorities to report to the Government, and it would not be desirable or fair to the persons concerned, whether police or civilians, to publish ex parte statements as to their conduct. Nor do I think that it would be desirable to give the names of those from whom statements were obtained.
