§ The PRIME MINISTER (Mr. Asquith)I am informed that the investigations of the Committee which has been inquiring into this scheme have not hitherto succeeded in removing the many difficulties by which it is attended. At the same time there is no reason to assume that those difficulties will prove insuperable.
