asked the Lord Advocate whether he is aware that the rates in the parish of Barvas, in the island of Lewis, stand at 28s. in the £; and, if so, whether he can see his way to take any steps to remedy this state of affairs?

The burden of the rates in Barvas and the other Lews parishes, while undoubtedly great, has not substantially increased during the last three years, and has not increased beyond the average proportional increase of rates in Scotland during the last ten years. I cannot, on behalf of the Government, hold out the prospect of any special grant.
