asked how many lieutenants were promoted to the rank of commander in the midsummer promotions of 1907, 1908, and 1909, and how many commanders to the rank of captain; whether there is any prospect, under present conditions, of the number of half-yearly promotions being brought again to the level of two or three years ago; and, if not, will the Admiralty consider the possibility of effecting some alterations in the conditions of service and promotion which will relieve the stagnation that threatens the lower commissioned ranks of the fleet?

The reply to the first part of the question is:—

  • 1907.—23 lieutenants promoted to commander; and 16 commanders promoted to captain.
  • 1183
  • 1908.—22 lieutenants promoted to commander; and 15 commanders promoted to captain.
  • 1909.—23 lieutenants promoted to commander; and 12 commanders promoted to captain.
The last two parts of the question are now under consideration.
