Captain FABER

asked the First Lord of the Admiralty if he would state whether under the King's Regulations for the Navy, all Admiralty officials who do not belong to the Fleet are allowed free communication with the Press; and, if so, whether this free communication can be held by the various officials at the Admiralty itself; and what the number of these officials is?

The FIRST LORD of the ADMIRALTY (Mr. McKenna)

The regulations issued by the Lords Commissioners of the Admiralty to persons under their authority, whether serving in the Fleet or on shore, prohibit unauthorised communications to the Press.

Captain FABER

May I ask the right hon. Gentleman if he can see his way to stopping this Press campaign of the First Sea Lord? It is contrary to the interests of the Navy.

The hon. and gallant Gentleman will pardon my saying that I consider that a most improper observation for him to make.

May I ask if the right hon. Gentleman is the right person to tell me when I am improper.
