asked whether, in the event of horses being compulsorily leased under the Army Act for military purposes, they will be utilised outside the United Kingdom; and whether any scale is laid down as to the amount of rent to be paid horse owners for the various types of horse required?

Mr. ACLAND

It is not intended to utilise the power of sending leased horses out of the United Kingdom; they will be purchased outright before sending them abroad. No scale of payment is laid down for horses leased on mobilisation.

asked what was the number of horses registered prior to the South African War; what is the number at present; and what advantages are held out to horse owners to encourage them to register their horses beyond 5s. a year?

Mr. ACLAND

The number of horses registered prior to the South African war was 14,105, and the number now registered is 21,673. Owners receive no advantage beyond the retaining fee of 5s. per horse per annum.
