asked the Chancellor of the Exchequer if tenants known in Ireland as present tenants, who have fixity of tenure equivalent to 50 years unexpired of a lease in England, are to be treated as owners within the meaning of the Finance Bill?

My right hon. Friend is advised that such tenants will not be "owners" within the meaning of Clause 27 of the Finance Bill.
