§ Mr. FELLasked the Chancellor of the Exchequer if he will consider the advisability of referring to a small committee selected from the principal surveyors in the country the question of the cheapest method of providing funds for the erection of small houses; and whether the rents charged for leasehold houses are less than those charged for freehold houses, and generally which system will provide the best accommodation for tenants at the lowest rent?
