§ Mr. BURNSThe Royal Commission was appointed in 1898. The total cost up to 31st March last was £56,061, including the net cost of stationery and printing, but excluding the cost of accommodation. I understand that an estimate has not been framed of the future expenditure which may be required. The Local Government Board are acting on the recommendations made by the Royal Commission in their Fifth Report. It is their practice to advise local authorities to carry out these recommendations, but they have not issued any regulations on the subject.

§ Mr. BURNSThe hon. Gentleman asked me if the regulations were issued. I have just told him there were none. It is the custom of the Local Government Board to advise the local authorities, but no regulations are needed.
